The Doctor, Jamie and their newfound companion Zoe materialises on Dulkis in hopes of getting some much needed rest and relaxation. However, they soon find that they are not the only extraterrestrial visitors to this peaceful world. Rago and Toba, two invaders belonging to a race known as the Dominators, have recently arrived on Dulkis via spaceship and proceeded to enslave much of the Dulcian population.

Using their robots the Quarks and slave workers, the Dominators proceed to bore holes into the surface of Dulkis, which they intend to use as a means of launching missiles into the planet's molten core. This will result in Dulkis transforming into a powerful source of radioactive material, which will provide much needed fuel for the Dominators' spacefleet.
